Complete Internet Shipping Solution

We would like a web based shipping solution that will draw information from our current database (through ODBC) and display rates for all UPS, FedEx, and USPS shipping options (with admin to turn options on and off). We then want the ability to print the shipping label from the software and the tracking information be saved in a database (or our current database). The process would be as such: We will create a purchase order in our system to buy something. We then open the shipping software, enter the order number (or some other order) and the vendor (or customer) details come up automatically. We then enter the weight and dimensions of the box(s) and choose if it is COD, other options, etc. The software will print labels to our UPS thermal printer or for FedEx COD, to our laser. The software will then write the tracking numbers to the database and also keep track of them on the main page with tracking status. We create and email shipping labels to our customers so we need to watch things to make sure they are shipping and estimate their arrival time. We would also like the software to pull the customer/vendor email address from the database and email them a link to the label so they can print it. We want the actual image of the label stored in the database also in case we need to reprint it in the future. We want this to be a very functional solution that does it all. For the amount you quote we want a first draft with any corrections necessary, a second round with added options as we can envision them during the first phase, corrections for phase 2, and MAYBE fine tuning afterwards. We require that this be written in a clean and clear and heavily commented manner so any future developer can modify the code and functionality easily.
