Closed Group Posting & Conversation Network

 Build a Closed Group Posting and Conversation network website that operates within closed groups of people communicating within their groups, and within hierarchal levels.
 Use the quickest current software to achieve the greatest speeds and reactions including MEMCACHED, PHP, MySQL supplied on LINUX SERVERs
. A web based design that will work on all browsers and mobile device browsers. Must place cookies and be very highly SEO enabled
. Build the database to store and reuse the data stored.
 Web based dash board of data.
 Users join with name , DOB and email. Auto generated PIN posted by email to register in app. In app purchases for one off purchases and subscription based purchases through paypal to start
. User registers within groups, or creates a group. 
Options to upgrade membership via one-off payments and subscription payments.
Facility to invite other users via email. 
PIN number required to join some groups if set up by admin. 
Location services and Location functions for joining, messaging and data.
 Posts can be made and controlled as private, private within application, and shareable external to program (ie Facebook Twitter integration etc). 
Posts can include photos, videos, or audio attachments
. Ability to comment on posts
. Posts will be sorted in order of last interaction (Comment or Like). 
Pin Posts to top of lists (option for recipient to dismiss post)
. Various levels of posting depending on joining levels. 
Profile Logs of users - Track Favorite profiles

. This brief is fairly detailed but some aspects of the brief will be reasonably added, or taken away from depending on the flow of the project. 


Please note the projects starting from scratch. I have made a design which I shall produce on PDF along with detailed briefs to explain project and the rest is to be created. 
Im have minimal coding experience, so need a programmer that is capable of working with an inexperienced developer, and I will need assistance launching the website on to servers which will be hosted independently. Ongoing support will also be required at agreed additional prices after the project is finished.
 Artwork graphics to be given. 
Non disclosure agreement must be entered into 
I expect a reasonable amount of testing prior to each submission

No money will be released until the website is fully functional - a website that does not fully function is of no use to me. 
If the project runs late by over 1 month there will be a 20% deduction in agreed payments and if it over runs by more than two months, a 50% deduction can be made.
