Create Wordpress Posts from XML Files

I require a PHP script that will create Wordpress posts from XML files. The content, category, tags, etc. for the posts will be drawn from the XML files.
There will be several XML files being monitored by the script. When an XML file is modified, the script must recognize the change, and create posts from any NEW items listed in the XML file. Any items that have had posts created previously will be ignored. Each item in the XML will have a unique identifying number as one of its nodes.
The XML files may be updated as often as 1/minute, and the script must be able to run completely in that time period.
