We need someone to code a PSD web design fully with HTML5 and CSS3(PSD to HTML5 site). The site must function across all modern web browsers IE6 forward and be fully standards compliant. There must be plugins to compensate for browsers that don't support the HTML5 canvas feature. The ability to add mp3 and video files is a necessity as well. (These features will be included in the PSD design)
The site is for a small community with ~5,000 citizens that will use the site daily to check news information, interact with one another and pay bills online.
The coding must allow for full synchronization to any major hosting service, fully integrated bill-paying and other services we wish to offer in the future.
You will also be asked to code in a SEO/SEM friendly way to ensure optimum search engine results.
