Custom WordPress Theme/Plugins

I am looking to create a custom theme/template for wordpress which is only for lead generation purpose. The theme should by very dynamic meaning it should have the functionality to change the look and feel of the pages anytime and any way we like. the site itself will be a single page site with few pop up pages like: Contact Us, Terms and Conditions, Legal Disclaimer, Privacy Policy, and Few External Links to some registration pages. but the main home page should be editable to every level of design including form, images, text and I should be able to move contents by drag and drop.\\r\\n\\r\\nThe main page will have some content with a lead form which has to be a 2 step/page form. on the main page it should be able to place the fields we need to be placed and once the submit button is pressed it should take the visitors to the next step and so on if there are more then 2 steps to fill out the form.\\r\\n\\r\\nThe data collected in these forms are to be saved in an internal database with complete viewing and exporting functions and the system should also be able to post the form data to external websites/databases using HTTP Post/Get methods.\\r\\n\\r\\nleads collected on the site should also be sent to a mailing list meaning the form should have the ability to be connected with services like MailChimp, ConstantContact etc.\\r\\n\\r\\nWe need to upload a list/database of all US Zip Codes/Cities/States in the system so once the consumer enters their zip code the system should pick up the city and state from the database to avoid errors or false information.\\r\\n\\r\\nWe can provide as much details as you need once you think you have the ability to complete this project.\\r\\n\\r\\nSome screenshots are attached for you to get better idea about how the landing page designs may look like.\\r\\n\\r\\nOnce the project is completed we will hold all rights to the theme/template and you are not allowed to sell it elsewhere.
