Create a wordpress plugin

I need a plugin which automatically posts to wordpress tweets retweeted by a certain Twitter account one by one. The following features are musts. 1,Post titles don`t contain hash tags. For example, Tweet :"We could be caught, were both convicted criminals of thought. -Sex Dreams #ARTPOP" （[login to view URL]） ⇒ wordpress post title:"We could be caught, were both convicted criminals of thought. -Sex Dreams" 2,Whether wordpress post titles contain URL or not is optional. For example, Tweet :"Dont worry. Nerdface Killah is studio stuntin. Man I love making records. [login to view URL]" （[login to view URL]） ⇒ wordpress post title: "Dont worry. Nerdface Killah is studio stuntin. Man I love making records. [login to view URL]" or "Dont worry. Nerdface Killah is studio stuntin. Man I love making records. " The plugin user can choose which style to use the former or latter. 3,Post description is the URL of the tweets. For example, If this tweet ([login to view URL]) is posted to my wordpress , the post`s description is "[login to view URL]"; I want to embed a tweet and don`t need other phrase or sentences for wordpress post description. 4,Only posts retweeted by a certain Twitter account is posted to the wordpress. The original tweets of the account are not posted to wordpress. For example,look at this account ⇒　[login to view URL] If this twitter account is targeted, 4th and 6th tweets from above must be posted to wordpress,but 1st,2nd,3rd and 5th tweets must not be posted to wordpress. 5,Tweets by specific Twitter accounts must not be posted to wordpress. For example, if this twitter account（[login to view URL]） is targeted, and I specify @DvdHit1 as not being posted to wordpress, 6th tweets from above must be posted to wordpress,but 1st,2nd,3rd 4th and 5th tweets must not be posted to wordpress.
