Background Ad/Skin takeovers

I am looking for someone to create a background skin takeover advertising slot for my website. What I want is for the first ad to be set up with instructions as to how to change it in the future----which files to edit for the change.
Also, the background ad must be clickable and be able to be assigned to specific categories or pages.

I prefer that you create a simple plugin for wordpress that consists of 3 things.
1) Allow me to upload the background image that will be clickable and allow me to select or check the wordpress "category" page where I want the clickable background image to show up. I have multiple categories on my site and therefore need to be able to upload as many background images as I want for all of the different categories on my website.
2) Allow me to put in a link that will be attached to the background image after it is clicked
3) Have a section in the plugin where I can simply see the amount of views and clicks each background image received.
