desktop application

hello I'd like to have an application that resides on your desktop as a pictogram between all the other pictorgrams and shortcuts you may have . when you delete a file I want a visual (i.e animated) interaction between the application on your dekstop and the file you want to delete. a good knowledge of how XP works would be a plus. idealy the programma should be ported to mac in a later stadium.
