command line list-executing tool

Hello everyone! We need a command line tool to execute under Windows environment. It doesn’t need GUI, just a command line execution. It should work with a list of parameters. The list of parameters is a text file with 1 parameter per line and up to 500 lines (may be more, do not limit if possible). For every line in the list, it should call for my program and execute it with the parameter from the list. It should delay between executes. The delay time should be used as another parameter. In other words the command line should look like this: [login to view URL] [login to view URL] [login to view URL] 500 Where: [login to view URL] is the program, which I’m talking about. [login to view URL] is my program (or a batch file). Should be taken as a parameter [login to view URL] ??" the file with the list of parameters 500 ??" delay time in ms.
