Delphi SMS Sender program (GSM modem based)

I need an experienced Delphi programmer to program an SMS Sender (GSM modem, e.g. Wavecom) or customize an existing one with the attached features (see attachment). To avoid time wasting, only experienced Delphi programmers with experience in creating SMS programs using GSM phones or modems will be considered. Please submit your demo application and proposal. Also, we may accept alternative solutions or better features, so if you have done a similar project, you may amend codes based on that project or submit an alternative proposal.
