An image uploading website like Gyazoo with EXTRAS! - A community Website

First off all. This will be a long term project. I'd like to have a website build like Gyazoo: Register -> login -> Upload pictures. What does this mean? Code a program that people can use to upload the pictures, and then the URL of the pictures is copied to the uploaders clipboard where they can share this with people. But I also want some extras like tagging people with their email or their login on the wesbite, they need to be able to post comments, etc. Also an admin panel where I can see all the upload and quickly revise through them. READ THIS: I'd also love you guys, if you BID on this project to send me a PM with something that YOU should implement in a site like this.
