-Admin Control Panel (all users statistics, percentage of profits of webmasters, ...)
-Control panel of advertisers (how to place ads, sent user statistics (clicks) and impressions, payment methods ...)
-Control Panel webmasters (different ads codes, statistics, earnings, payment methods ...)
At first it would be to advertise barner per impression (CPM) but would not rule other advertising methods.
