Customised Job board with CV/Resume Search

Please read this brief carefully. I am looking to create a UK job board but I am specialising in one specific job, therefore I do NOT want a cluttered text-based job board that has hundreds of categories etc. Secondly, for the first few months the job board will NOT display jobs. It will simply have a very simple registration form for job-seekers to sign up and add their name to our database. I will then sell access to the database to companies to search. So, businesses will not be paying for job postings, instead they will only be able to search the database. I will take payment online via Paypal, googlecheckout etc. but also offline so need the option to add credits manually, e.g. for a company to be able to search 50 times on the database etc. The design needs to be really clear and simple with the home page simply displaying clear registration buttons for either employers or job seekers. HOWEVER, I need the full functionality of the job board to be able to switch on later, so for example I can easily start allowing full job postings for employers and job searches for job seekers. There are loads of scripts out there that have the full functions that I need but they don't look good. I want something that is highly customisable and easy to edit, also has an easy content management system or blog (something on the back of Wordpress could be good), but I need to be able to change the categories and database search so that it all works well together with just four or five different options. Please let me know what script and platform you would use and show me any examples of similar work. This site will need to be installed on my Godaddy hosting. To summarise, functionality needs to include: - Clean, simple, attractive design with minimalist look - Job seekers simply register with minimal data (not even a CV/resume, just a few tick boxes and a small box for some details about them) - Function for featured jobs, adverts, etc. - Easy CMS and blog function with ability to add extra web pages - Bug free - Full job search function for job seekers but which can be switched off without the site looking strange - Full job posting function for employers but which can be switched off without the site looking strange - Full database search for employers - Very important, must be easily editable to work with the change in categories etc. that I implement - Manual addition of credits to post adverts, search database, upgrade job postings etc. - Payment integration for online payments - Possible addition of pulling in other jobs from indeed etc. if needbe to populate job board (this is not a necessity, just a thought) Please let me know the total price for the complete project, with graphics, design, full functionality, ammendments and installation.
