Convert a Template to a Website

I have purchased a daily deals website from templatic here: [login to view URL] As per the FAQ from above link: Does DailyDeal work with multiple cities? No, it doesn’t, there is no multi-city functionality included. That said, nothing is stopping you from creating a MultiSite environment and creating a sub-site (running DailyDeal) for each city Here is what I need: 1) multi-city functionality to work with with this theme that I can easily add cities to as needed.(either by multisite or some other option) 2)customers sign up from individual cities and can only post deals that are shown on their city page 3)deals are divided into 5 different categories 4)Geolocation availability and dropdown menu similar to [login to view URL] 5)side bar on right of each city page to enable block ads that will rotate on page refresh (different ads for each page) 6)A variety of different changes that I will request as we work together such as colour changes, font changes, form changes etc.... may be option to manage site on an ongoing basis for updates, keeping back ups, spam security etc..if this is something that could be offered please advise along with quote and time frame for above. Thank you.
