Contest site w/ CMS, membership, file upload, user comments

Need a contest site that looks great... fun but clean. Users need to be able to register, login, etc. Registered users can submit entries which can include text, audio, pic or video, so requires an upload feature. Submitted entries must be viewable by other users, and include a voting/comment system. CMS is needed for admin to post new contests, allow moderation of user comments, etc. I'm flexible on CMS is implemented -- can be Drupal, back-end custom coded, etc.
Design docs and most wireframe layouts are done. Will need logo, graphics, all the back-end coding.

If you are going to bid on design only, please be clear. Design must be excellent -- bold, fun, colorful, exciting and clean design. Please include sample work. Design only would range between 4 and 8 total pages.
