Change color scheme and logo on existing website

I need a Freelancer to change the color scheme on an existing website for use on a new domain. I like the layout but just want colors changed. I will also need a new logo designed for use on the website, letter head, business cards, etc. The website will not need any special coding outside the HTML and CSS. Attached is the existing website. I would like the new color scheme to be a shade of blue rather than red. Deliverables requested:
- one HTML page encompassing full new layout of the website, including the new color scheme, and logo; with Lorem Ipsum text comprising of the body of the page. I will need CSS for text, headings, etc for the content to be entered later. I want these to be Arial font.
- one new logo with company name (to be provided upon acceptance) with an outline of a United States capitol building in the background (example capitol attached in zip file). I need both color and black and white versions. I need a high resolution copy as well as a couple smaller versions for use on various items.
You can copy/edit/etc the existing website as much or as little needed. This existing website made use of a database that won't be required in this project.
