Build and design of classical car rental/sell portal in dual language

Web site [login to view URL] will be a paid portal in Turkey for renting and selling high-end classical automobiles with user self registration as both seller/rentee or buyer/renter. Project duration 1 month.
REQUIREMENTS AND OUR EXPECTATIONS are in enclosed document. Please don't bid if you are not capable of completing on time and with a WOW design-coding result.
Freelancer is request to build the site in opensource CMS, Ecommerce etc… system on time and within budget. Optionally, he will be requested to maintain it with monthly fee. Installation on Apache Cpanel/WHM server is included, along with properly configuration for speed/security. Applications, software and services must be royalty free (i.e. Mysql). We know and comfortable with Oscommerce. Second choice is Joomla. But we don’t restrict you, if you will have better results, you are free to choose.
Site will be fully Search Engine Friendly and optimised incl. But not limited to customisable (hard coding is ok) Header Tags, canonicals, sitespeed, 302s etc. Seomoz report will be requested without any issues.
Web page will be prepared in English, and we will translate to Turkish. It must be fully compliant with ISO8859-9 and compatible for dual language (English + Turkish). There must be language file for all modifications.
20% at main page visual design completed to our satisfaction (Will be WOW)
20% at frontend completed with working queries
20% admin backend completed
10% inital SEO done, with 0 errors
20% Project completed
10% + review in freelancer (probably after 1 month of going live) once punch items completed
BONUS 10% in case the site is doing well and designed well
10USD/hr maintenance fee for future
