I need a small program that will intercept dial-up connection requests and will start when the computer boots. There will be an icon in the system tray and a right click will bring up a menu with the items of Settings, Enabled/Disabled, Help and Exit, which will shut the application down. Clicking Settings will bring up the one form which will have a textbox to type in a telephone number, an Add button to add it to a list box, a Remove button to remove a selection from the listbox and a Close button. The numbers will persist from session to session. The Enabled menu item is the default and when the Disabled item is clicked, the application will pause until Enabled is chosen. When the program intercepts an outbound connection request, it will compare the telephone number with those in the listbox and, if it is not there, a messagebox will open, giving me a choice to block(vbYes, default) or not(vbNo). If I upgrade my connection to DSL or ISDN, the program will not throw an error.
