I have a lot of experience programming Windows applications in C++ using MFC (Microsoft Foundation Classes). I feel like the best way to provide the software that you need would be to program the entire application from scratch in C++. Some may try to convert the QBASIC code, but it would take a few weeks to understand it fully without better documentation. I have downloaded QBASIC so that I'll be able to examine the program more fully, but if you can give more details on the what the application needs to accomplish, that will help me provide the solution that you need.
