Custom wordpress membership plugin with profile search features and personalized fields

I would like a custom made wordpress plugin that has membership levels as well as a custom profile search feature for members of a certain level to search other members using keywords &/or tick boxes the plugin needs to be integrated with wp job manager features: - front end user registration (different registration forms for each member level) - 3 membership levels - free (workers only) - vip workers - Employers (farmers only) membership levels & specific features: free subscriber - can see all job listing but can only see limited contact details and can only contact a set limit of employers per day eg between 1 & 10 all other information can be seen VIP members can see and contact all job listings as many per day as they like. every time a new job listing is posted that is relevant to what the member specified they get an email with the job listing with link to apply now all contact between employer and worker is through the website in a contact form unless they call or email the number listed. but if the user clicks contact they go through the website employer membership level - the only level that can post a job but cant browse available jobs - the only level that can browse and contact workers profiles on employer registration form - name, location, email, telephone number and payment gateway all other details they fill out in job listing page. free subscriber and vip profiles are the same the only difference between the 2 are the limited content. a free subscriber can pay to upgrade to vip member and everything stays the same except the now have full access. also the vip page requires payment to be made before registration is completed. on registration workers have to supply information that will then be listed on there profile name nationality current location driving licence own transport work type looking for: tick boxes plus other with a place to type in when they tick a box eg: tractor driver a box appears saying tick if you have expericence age visa type + expiry date available from available till upload resume in pdf format employer area has a search worker database area where they can use keywords or tick boxes for the type of person they are looking for and this function filters the worker profiles accordingly using the information provided in the profile to filter results. vip members are always listed first. i can design all the forms and layout on photoshop and send you them. the issue is the coding for all of the required features to function as we want. also we wanted a feature that sends an email to the employer that asks if the available job has been filled and if so by who so this the deactivates the advertised job listing and the users profile but we are struggling with how to integrate this feature so it works efficiently. hope that is enough information to understand what it is we want.
