Create a Broadband speed test to use in Web site

My client is looking for a broadband speed tester similar to: [login to view URL] [login to view URL] [login to view URL] The speed test will need to test the user's download speed, and then test their upload speed. Then, the final screen will tell the user "Yes, you CAN have VoIP service because your connection is fast enough!". Otherwise, it will tell the user "No!". The client does not need a lot of fancy graphics like the speedometers at SpeedTest.net. We will use simple progress indicators like a bar chart.
