Design a Mass Email Delivery System for Millions of Emails

I have a large database of millions of emails and I need someone to design a system to deliver the emails. I could accept that they are delivered over a few week period of 1,000,000 per day. I need to develop a Cluster Server System that can deliver the emails without getting blocked or blacklisted from ISP. I need a solution that cures bandwidth issues when sending out millions at a time. I think I need a pool of ISP's and a few Class C's to rotate through the outgoing ISP so we dont get blacklisted quickly. If you want to take this project, you must have demonstrable experience sending millions of emais in the past.
