Developer for very simple Facebook Connect app

We are hiring a developer to create only the beginning of an application. If this milestone is completed well, there will be more work immediately. The requirements are as follows: #1 - Create a simple app that allows a user to link to their Facebook profile using Facebook Connect. #2 - Randomly display five of that users friends and offer an option to refresh the list of friends and display five new friends. Please see the attached document for a complete walk-through of the functionality required for this project. For completion of this project, please have this up and running on a development webserver I can access to test its functionality as described. This project will be hourly but please estimate the # of hours required in your bid along with your hourly rate so I can have a sense of total cost.
