Create Flash Banner for website/Use Existing Banner to do so

Replace existing banner on [login to view URL] with animated flash banner. Animate Gold PL-259 and create animated "Radio Wave" effect coming out of The slashed zero (a centered location, as if it were a radio wave being transmitted from a dot location on the map). Radio wave should not continualy pulse but every 5 seconds or so 3-4 waves should go out. this is a personal project, nothing too fancy is needed but must be classy and good looking. Programmer is responsible fro install, Druapl v6 site, will provide ftp and login.
