Consistent Freelancer - Monthly Basis Needed

I have hired freelancers before at other sites. And, although they are wonderful. Some lacked the ability to understand that they too were apart of the team, and didn't realize the longevity of the project, nor did they commit to having a speedy turn around. Even when I paid them ahead of time. So, I must state first and for most: I am still searching for someone who understands that each month I will be hiring them on board, until I can successfully hire them on as salary. This is a start up company, so my budget will be very limited per month. The budget will never go below $250.00 per month with various projects. I need someone who can communicate with me on a weekly basis that they have completed things and items. And, I need someone who has the ability to see the vision of the company. I need a professional who wants to build their portfolio / and or who will see the vision and realize we can be successful.
