Develop PHP Mandrill Application

I need somebody to build a web form to communicate with Mandrill via the PHP API. The form should be written in HTML front end with PHP back end and should do the following: Tell Mandrill to generate an email campaign containing data from the form The form data would specify the number of emails to send out Email addresses would be pulled from a MySQL database based on specific criteria (as specified in the form, such as all emails containing a specific domain name, or created before a specific date) Give Mandrill a starting date (set in the form) to begin sending out emails Give Mandrill an end date to stop sending out emails Mandrill should evenly distribute these emails over the allotted time (for instance, 500 emails in 10 days would be sent out 50 emails each day) This should not use any PHP framework.
