a PHP and zendframework related job

I have an unfinished project ..(done by my previous developer on zend framework and PHP).. it is a trading site with features like users membership admin access level authentication etc etc . I will split up project in various parts and pay you on completion of each part . i Need a honest and sincere guy who responds to email promptly and come on skype with no excuses of failure. I just want to get it done somehow ASAP. I have a low budget set to this so companies please do not bid only direct freelancers are invited because they deserve it for the hard work.
