Organizational Unit: OSCE Office for Democratic Institutions and Human Rights, Common Services, ICT Unit Background: The ICT Unit is tasked with providing and supporting applications for ODIHR. At present there is one ICT Assistant, Programmer to address applications delivery. As in 2011 the number of incoming requests for software development, modification and upgrades has exceeded current capacity there is a need for additional programmer to join ICT team for a period of two months. The ICT Unit therefore requires the services of an experienced programmer to provide services related to software development and data migration, starting on 3rd of October 2011 and ending on 30th. ODIHR new applications and database migration should be finalized by completing technical documentation. The programmer will be working at ODIHR premises in ICT Unit. There will be a separate test ODIHR applications environment which will be used by the programmer. Tasks and Responsibilities: The programmer will provide following software development: • STO (Short Term Observers) Database application improvements • Migration of “old” Letter Tray content to the new ODIHR Correspondence Database Deliverables: - STO System: o Specifications o New STO Application o Technical Documentation - Correspondence Database migration: o Migration Plan o “old” Letter Tray content (documents, associations) moved to the new Correspondence Database New modules will be developed using currently used technology and will be delivered using PHP programming language and mySQL database. All the deliverables to be completed within two months, starting on 3rd of October 2011 and ending on 30th of November 2011. Necessary Qualifications, Experience and Skills of the Evaluation Team: - University degree in computer science - Five years’ relevant professional experience in software development - Very good knowledge of PHP4/PHP5 programming language and related web technologies (HTML, CSS, Javascript, AJAX) - Experience in development and maintenance of relational databases - Practical knowledge of code versioning tools (SVN) Remuneration: Remuneration will be competitive and commensurate with the level of skills and experience of the incumbent.
