Condominium Expense Management

**What I need to build:** - This is a system to manage common property (e.g. apartment buildings) expenses and accounting. - When someone lives in an apartment building, besides the utility bills and taxes corresponding to each apt, there are multiple other bills and taxes that apply to the building as a whole. All the neighbours share elevator maintenance, doorman salaries, electric bills, water and general maintenance more or less equally. - This system aims to simplify the accounting, appropriation and control of those accounts and to provide some tools around the common space. **Technical specs:** - Language: PHP 4.x - 5.x - Database: MySql 4.x - Framework: CakePHP, Symfony, Custom made, your choice - Separate HTML from PHP code, templating system/framework - Frontend: CSS, Javascript client-side validation, AJAX optional - Design style: [login to view URL] (List styles, tabs, font sizes, etc) - Language: English, i18n compliant using __() and _e() functions (as Wordpress does) for all system output. *.mo and *.po files must be provided for localization. - Source code will be edited to enhance it once installed, full access to all programming and libraries is required.
