Clone one Gmap related site into PHP(repost)

Hi, I have a company we makes GPS devices, for that we already have a application that takes data from these devices and stores them a database. And from this database the we have a site made in ASP (basic ASP and not .ASP or higher version), where for selected user's they can access their data and other facilities. In this site data from this database gets plotted on the Google Map, and other two free map's API. Along with this reports could be generated from the database from which user's can see their vehicle details, their locations, distance traveled etc. And also make geofence on crossing which there is a alarm generated which could be sent to them via either sms or email. I would be needing the clone of this site made in PHP and MYSQL. At the moment it is using Javascript for most of its operation, plus load balancing for the site is a very big issue as it can not handle many user's at once. And certain operation's due to all the operation being done via Javascript.
