Basic micro website - user registration, DBMS, CMS

This microsite is meant to help manage a campaign for a small none-for-profit organisation. We need basic programming on PHP, SQL, and JS to create this site and the back-end management system, including database management, and content management.
No design needed, we will have someone else design the pages for us. We may only need basic UI upgrades to the original design.
I will provide html and css files to work on, as well as access to a designated server.
See brief below for the functionality of the website.
At the moment, we are only looking to complete stages 1-3, but would be looking to continue working with someone to complete the whole project in the next two weeks. Please don't bid if you can only do 1-3, we want someone who would be able to also complete the project.
We also have 2-3 more projects in the next two months so we are looking to build an ongoing relationship with the same developer.
----Breakdown----
1_Landing page:
The visitors can then either Register or Login. If they register, a module window will open up where he can fill his basic information and set a password. [this information will be stored on a DB)
2_Confirmation email:
A confirmation email will be sent and once they confirm their email, they will get access to the first registration level.
3_Registered area (level 1):
The registered user will have immediate access to watch an embedded video without the ability to download it, and read some more about the campaign.
4_Second registration:
Once they click "Join Campain", another module window will show, they will have to confirm their involvement with the campaign, accept basic term and conditions, and get immediate access to "Level 2" (which will stay available every time they log in)
5_Registered area (level 2):
Level 2 will allow them to download the campaign files directly from the site.
6_Admin email notification:
An email will be sent to notify the campaign-team of a new member joining the campaign.
7_Admin area DBMS:
The campaign team will have access to the user database at any time, and be able to add new users, edit user details, generate new passwords, re-send confirmation e-mails, disable level 2 access or delete users.
Also, they would be able to see how many times a user visited the registered area and how many times they downloaded the campaign files.
