Convert excel into json template

we have a json template which is formatted to take the data present in an excel spreadsheet.

It can be done via cut/paste, but we are looking for a script which can be written to complete this task for future songs. You'll find the data to transcribe in the excel doc columns labeled "display in sec:".

Please add required lines with appropriate time into the json template, don’t forget that fields (keys): “lyricLine”, “beginningLineTime”, “endingLineTime”, ”syllable”, “beginningSyllableTime” are mandatory. Time should be transcribed in its float format with dot as separator, for example 32. 12342343.

We would like to pay under $50 for this task, so bid competitively.
