Applet Webcam/Audio/Chat

Hello. We are hiring a programmer to design a browser-based (important that it is browser based) webcam/audio (microphone) & chat. We also request that it be written in Java and uses an applet. We are opening a language learning website which allows students to directly communicate with the teachers through their browsers. They must be able to use their webcams, microphones and chat. Users will have to also enter their username/passwords, and SQL will be needed on the server side (obviously can't be done client side). You may have to create a server to handle the webcam, audio and chat requests - which MUST be secure, efficient, and stable.
