Build a Website for the florist Industry

Hi all I have a client who is in the florist business. She is looking to expand her website to make it mobile friendly and have a postcode search integrated in to find the nearest florist. She already has a few websites, some are free and some built in Joomla. She would like to now go on to wordpress. I have set up all temporary domains for her already. This new website design will be the "base" template across three of her domains and she will own full rights to it. All she will do is change the logos and content etc. The main part of the project is her Database which currently has 6000 (six thousand) records in a CSV file and around 300 "Premium" members who pay £20 per month. It needs to have a postcode search, for example, I type in BR1 5HT and it will bring me up a list of all florists within a x mile radius. It is mainly content that she has on the site and I will only share the site URLs to potential Freelancers The Mockup needs to be done preferably by 6PM UK time Friday. I will make a descision by 10AM Friday morning. The thing is, this needs to have a very quick turnaround time.
