Build an Interactive Website(repost)

I want a coder with excellent English and marketing skills to build a site for me that others can upload text or media to, using a browse button. I use both Dreamweaver and 123WYSIWYG and ftp, so I want to be able to edit the site and upload it as often as I like. I envision having a site called, the "Official Home Business Review." I already own the domain and have a temporary site up for the [login to view URL] now. I want it to be a membership site that advertisers can put their Paypal or Clickbank screen shots, testimonials, and other advertisements on, to persuade others to join their businesses. The advertisers will pay a monthly fee to be able to "purchase" an Official Home Business Review seal of approval to add to their sites or squeeze pages. The graphic will link to my site so that people can browse through the business offers. I would also like to be able to use Adsense on the site. If you're reading this and you have ANY suggestions on how to improve on this idea-I'm open. I'll be choosing a coder with helpful ideas that will communicate with me often throughout the process. I have Yahoo, MSN, and Google IM's.
