County, State or Province, City, Zip code database repeat

I am seeking someone with a current database as above. This project has been posted a few times before and I have not had a satisfactory result yet. I want to select country, once the country is selected, a drop down list appears of States, once a state is selected a drop down list appears of cities, or a person is able to select country and enter the zip code and his state and city can appear automatically. I have already posted this project a few times and the result was not what i wanted. I think my description here is very clear. If you have the data, the programming should be relatively easy. I will not pay until the project is completed and shown to be working. I do have a whole lot of data for this but it is very mixed up and will take a while for someone to sort through as well as not being complete.
