Convert C securid encryption code to PHP

Hello, I need to have the attached c code converted to php. The inputs in the c code are command line inputs. I would like a php form that takes input in the place of the command line arguments. There are 3 inputs, 1 file and 2 arguments. The form should have a file upload to obtain the file along with 2 additional form fields. I will test the code to make sure that it performs the same output as the c code. NOTE: I have a test file and SecureID device that will be used to test the code. I cannot give the coder the test file or securid device.
