Betting Exchange Odds Comparison Software for Betfair

I am looking to have a simple user friendly and aesthetically pleasing piece of software to be developed that does the following. You will need to be familiar with the Betfair API this is an interface provided by the website for the purpose of its customers to interact with and create their own custom software. 1/ Scans the days horse racing markets and gathers the LAY ODDS from the exchange 2/ Scans the days horse racing market and gathers the FIXED ODDS (this is a newer addition to the leading betting exchange site) 3/ compares the 2 and highlights to the user any arbitrage odds (the fixed odds are higher than the exchange lay odds) 4/ Creates a simple text log of matched alerts. 4/ send an email alert There will be a few user settings 1/ Time period of markets to scan ( hours/ days....) 2/ frequency of scan in time (from 1 minute upwards) 3/ Percentage difference in odds to look and alert for. 4/ Amount available to be layed 5/ email address to send alerts to This software must be implemented using the Exchanges own API which is an interface made available by betfair for its customers to create custom software, as I understand it the "fixed odds" part is not available from the API so you will need to devise a method of gathering the data from them for fixed odds. The software must be able to run in a windows 7 environment. The deliverable will be both the compiled software and the source code. Please feel free to ask any questions.
