Custom PDF Viewer

We need a custom PDF portfolio viewer. It would need to be written in C#.Net to be compatible with other software we've developed. We'd like the viewer to take a PDF portfolio and present each PDF packed within it as a tab on the left hand side. I've attached a mock up of what the tool needs to look like.
This is a high priority for us, and needs to be done in a matter of days.
