Create a Mobile Website

My client is a Ski Resort in need of a mobile application (preferably a hybrid app) with back-end database system that will be used for training material repository and accessibility for the staff. Because the staff all have different mobile devices, we need a cross-platform solution; however, we also would like to have the application take advantage of the device-specific features like hand and air gesturing and voice recognition (hence the hybrid preference). There is no immediate need for advanced graphics or video at this point - we really just want text displayed on a screen invoked by the user's specific training data request. We need something that works quickly and efficiently because the most important aspect we need with the solution is availability and accessibility. We are open to mobile websites or native apps but ONLY if you're able to: 1. Have one development be cross-compatible to all/most devices 2. Enable use of hand/air gestures, voice recognition, and local storage (for offline access) I can provide more information at your request.
