App Developer needed

We are in the process of developing a poker app, see below links, we are having problems and are very frustrated with our current developer (team in india ) and asking you do you develop Mobile APPS, we would like you to copy all the back end management systems currently developed by them, see attached proposals. If so what would be an estimation to complete the poker app as per normal poker rules. Once we finalize with the desired person, we would provide you with the credentials to look-into.
