Android app draw polygon/polyline offline and export to shapefile

I need an Android app. I would like it designed and built. Draw a polygon/polyline manual (point to point) and automatic, offline without internet connection and export to shapefile (shp, shx and dbf). The points of polygon/polyline are from GPS internal or external (bluetooth or USB receiver) using NMEA. After the draw is done show perimeter and area.
NOTE: The maximum amount I am will to pay for this application is 100$ if meets my specifications. I am will to hire new freelancers but only with a demo application before award.
