Android. Load local webpage files and DB data into WebView for offline mode. Sync local DB and webpage files with server when back in online mode

We want to test a proof of concept. We will use some very basic DB and some very basic html page. 1. The WebView should load all the webpage files (html, javascript, css, jpeg etc) from the local resources folder. The user data must be loaded from the local database. The WebView must be fully functional when the app is offline, basically the webview should be working at all times. 2. When the app goes online, it should automatically sync the local DB with the mysql DB which runs on our webserver. It should also sync the files in the resources folder. For example, if the app is in offline mode, and some data gets added to the server DB and some new html/js/css/etc files get added to the server resources folder, then when the app comes online, all those changes get synced with the local DB and local resources folder.
