Brainstorm and Market Test Mobile Phone App

I have been searching for a "cracker-jack" App Developer who will brainstorm, market test, and create an iPad, Android, and iPhone App for my company, BillionaireBabies, LLC. We do academic tutoring and entrepreneurial trainings. I also have a board game that I would like to turn into an electronic game. Budget is definitely an issue. I do want someone who has built some successful Apps. They can be located anywhere in the world.
