Android: read low level network info from Qualcomm chipset

We need to read low level network info (eg. RSCP, EcN0, Layer 3 Signalling etc).
We need source codes how to read Layer 3 signalization and how to decode it.
We need work with L3 signalization in the phone that require a very good understanding of Android and qualcomm chipset/QxDM.
We need only source code and simple GUI output.
