Android application for Group messaging for school

I am looking for a developer who can develop small group messaging application for my school where we can create groups of parents of any specific class and if we wish to transmit any message that message should delivered to group of that particular section.
In this application only school can pass their messages to multiple group members, but group members cant send messages between each other they only can send messages to school admin.
