I have a few questions about this and a few comments.
The first question I have is this, do you just need the circuitry built, or do you require everything, including the housing and pipe for this? What exactly are you planning on using this for?
Now for comments. Actuators might be too slow for what you're looking to do. They are more expensive than solenoids. For what you are looking for, it's a simple open/close pipe. Actuators are better for larger things opening. The only drawback to using a solenoid is that they tend to get hot when they are on for a while, however, because, I'm assuming, you'll only have this open for a short time, so this shouldn't be an issue. Solenoids are fast, to boot.
Next, if chosen for this, I will not build this for you, I will however create a bill of materials for you, as well as a circuit schematic, and an easy to read layout, basically all documentation. If required, I can also design the flow pipe(s) that you will be using. The flow pipe dimensions will be somewhat important, as the volume of this is required to determine the time that the solenoid will be open.
Based on the fact that I will not build everything for you, I will do this for about 100 USD, which is 2/5 of what the minimum you are asking is.
