I would like to understand what you are expecting from the network settings, whether you have multiple networks attached to the VM, and what your firewall rules are as configured. I suspect this problem is caused by a firewall setting, but would be able to explain this with a more success when I can reference your exact network architecture. I configure and support Production servers running RHEL handling multiple Gbps of traffic each, including iptables configurations for NAT and Filtering rules and believe I can explain this succinctly clearly in a minimum of time. I will request a basic overview of what this VM is designed to do, what the network architecture design is, and what the exact current configuration is, supported by output from the console. Access to your VM would be an advantage, but is not crucial for the initial stage. I will provide you with some suggestions as to where the issue may lie and offer some specific suggestions. If these suggestions work, I will then fully explain them and provide details on how the changes can be made persistent.
