A simple one-page website (wireframe provided) and the conversion of a python script (or an excel model) into javascript

I need a very simple one-page website (wireframe attached - never mind the language of the text, it's Finnish). The site should be fully stand-alone without a back-end. I'll just upload it and it should be ready to go. Additionally I would need the conversion of an existing python script (also attached) or the underlying excel model (from which the Python script was created from) into javascript, which will be executed by the site. The interaction between the javascript and the website is described in the enclosed Guide -document (basically, the client gives some inputs on the website and javascript makes the appropriate calculations and prints out the variables indicated in the Guide). Currently, the python script fetches some background assumptions from two .txt files (attached). These could be included in the .js file or if possible, included as separate files. The changing of these assumptions should be made as easy as possible. We can talk about details via chat or Skype.
