Build a Website to take the input file from the user and invoke a process in the server.

I want a website which takes the input file from user. When the user upload and submit the button i want to take this file and keep it in the web server. Taking this file as the input file i want to invoke a process which is written in the CPP. That process takes the data from the input file which is given by user in the website and perform some task and give the results. I want to post back the results on to next page in the website. I am working on the back end C++ work. I want the help in the front end part i.e. building the website and storing in the server and triggering this process. My input will contains .txt .pdf .doc files. I don't have any technology preference. But i feel either C#.Net or Java (Servlet and Jsp ) could be the better choice to work on this task. I want the sample architecture diagram how the whole application works out. I don't have any time limit on this task. I feel one month time is very much sufficient to do this task. I want my website look as below. [login to view URL] I am not looking for any special attractive features on my website front end. But i should be simple and good looking. I feel the 100-150$ is the proper amount to build this website. Please reply me with your architecture diagram.
